Every year a great country celebrates professional holiday Police Day. It is traditionally celebrated on November 10th. As you know, several years ago, colleagues and internal affairs bodies of Russia received not only congratulations, but also bonuses on this day. But due to budget cuts as a result of economic problems, the state canceled cash payments. Now law enforcement officers are interested in the question: will there be a prize this year.

Awards for Police Day 2017: The best employees will be rewarded

As follows from latest news, this year there will be awards, but not everyone will receive them. So, for the holidays?, dedicated to law enforcement agencies, payments will be accrued only to distinguished employees. Everyone else is waiting for a concert and gifts that will be distributed according to the results of work for the year. So, it is possible to get a tablet, a blender or a watch. It is important to replace that some of the work? And will be awarded diplomas or badges.
As for the holiday bonus, there is no reliable information about its amount yet. Given the previous year, there is reason to believe that it will be equal to twenty thousand rubles. According to the text of the Federal Law, the amount of such payments should correspond to three monthly salaries.

Prizes? On Police Day 2017: Chiefs of the Metropolitan Police will receive bonuses from one hundred thousand

The day before, a copy of a document concerning the monetary remuneration of the chiefs of the Moscow police for a professional holiday fell into the hands of the media. So, the order says that they will be awarded a bonus in the amount of one hundred to four hundred thousand rubles. It is already known who will receive the highest payments - is it the first? GSU Major General of Justice Agafyeva and Deputy Head of the Moscow Police Department Lieutenant General of the Internal Service Ponorets.

More than five years ago, the reform of the Ministry of Internal Affairs began. The most unusual side of this reform was the renaming of policemen, familiar and almost native to the entire population, into incomprehensible and terrible police officers. This renaming itself assumed a global reform of the entire huge and clumsy machine of the Ministry of Internal Affairs.

The "renewed" ranks of law enforcement fighters began to be accepted only through strict attestation, which includes a set of measures that are not clear to everyone. What, for example, can an employee tell a psychologist about his iron nerves, amazing calmness and constant feeling of joy in life, who for twenty years has seen nothing but murders, violence, dirt, drunkenness and tearfulness. What kind of emotional conversation with a psychologist can we talk about. The psychologist of an employee who works on the "ground" and daily rakes life's garbage will not understand. However, the psychologist of the employee will not understand. So the psychological tests did not go smoothly and successfully for all former policemen and future policemen.

But now, the police corps has been formed and everyone is waiting in the new structure for new salaries. But over time, employees began to understand that only the name had changed, but the essence remained the same. And salaries "at times" did not increase at all. And the optimization of the structure only led to a significant increase in the workload, but not an increase in salaries. Alas, the salary of police officers has long been standing still.

The reform of the Ministry of Internal Affairs of Russia in 2016/2017 affects important aspects of the work of the department, the main of which are the salary of employees, the amount of pensions, the increase retirement age and reduction of employees of departments. According to the Decree of the President, in 2017 the number of employees of the Ministry of Internal Affairs should be no more than 904,871 people. To date, there are 1,003,772 units in the "bodies", thus, during the entire period of the reform, about 100 thousand workers fall under the reduction. The reduction of the Ministry of Internal Affairs in 2017 will begin in October 2016, which is confirmed by the Decree of the President Russian Federation dated September 20, 2016 No. 480 "On the amendment and invalidation of certain acts of the President of the Russian Federation" .

On October 1, 2017, the reform comes into force, and special commissions have already been created for its implementation. The number of staff units to be reduced is quite large, but the reform does not affect some regions at all. These include the remote Yamalo-Nenets and Chukotka districts, a new republic within Russia - Crimea. The main percentage of cuts in the Ministry of Internal Affairs in 2017 will fall on management structures.

Operatives, employees of the teaching staff, and district police officers will practically not be made redundant. It is worth noting that today there are a number of vacancies in the Ministry of Internal Affairs, which are canceled automatically during the reform. Their number is estimated at 20 thousand units.

The salary of police officers and non-commissioned officers.

  • Police officers with five years of experience receive about 25,000 rubles a month;
  • With a ten-year-old - 28,000 rubles per month;
  • If the length of service is at least 15 years - 30,000 rubles per month.
  • Employees with junior officer ranks and work experience of at least five years - 32,000 rubles per month;
  • Police major with fifteen years of experience - 39,000 - 44,000 rubles per month.

Cash allowances:

  • for work with secret documents (for operational workers it is quite solid, for district inspectors it is insignificant),
  • for the complexity and intensity of the activity,
  • financial assistance, various bonuses.

There is also a 10% Moscow salary supplement.

At the moment, the following benefits have been canceled for police officers: “13” salary has been cut; liquidated compensation for payment for attending kindergartens; refund canceled Money for travel on railway transport; Financial assistance is available once a year.

Police salary increase in 2017

According to the latest, officially presented, statistics, the salary of police officers in 2017 in the ordinary rank will remain at the level of 25 thousand rubles. More concern for employees in 2017 will not financial side work, and the opportunity to get laid off, due to a new wave of structure optimization. In addition, the conditions for obtaining an officer rank have become more complicated, which now requires a university diploma in the specialty.

In relation to the volume of GDP of the corresponding year, the share of expenditures in the section "National Security and Law Enforcement" will be 2.3% in 2016, 2.2% in 2017, 2.0% in 2018 and 1% in 2019, 9 percent.

The share in the total volume of federal budget expenditures under the section "National Security and Law Enforcement" in 2017 compared to 2016 (11.8%) will increase and amount to 12.0%, in 2018 it will decrease and amount to 11.7%, in 2019 will not change and will be 11.8%.

The profile committees in the State Duma believe that, on the whole, the public obligations in the social sphere adopted in accordance with federal laws, the balance in the distribution of budget funds for pension provision persons who have passed military service and service in the internal affairs bodies.

As for the indexation of police salaries in 2017, 2018 and 2019, the draft law prepared by the Ministry of Finance excludes from many specialized laws the mention of the mandatory annual inflation indexation of official salaries of judges, assistants to State Duma deputies and senators, federal and regional civil servants, police officers, employees of the Federal Penitentiary Service, as well as salaries for military positions and ranks, follows from the text of the document that RBC has.

The current norms of profile laws provide for an annual increase in these salaries by the amount of inflation for the previous year or taking inflation into account when determining the amount of indexation. Now it is proposed to determine the increase in the salaries of all these employees annually by the budget law - without taking into account inflation, follows from the text of the bill.

The maximum amount of bonus payments is no more than 3 monthly salaries for a one-year period (clause 25 of the Order). Bonuses are paid every month, at 25% of salary. The accrual is made on the basis of the order of the head. The volume of duties performed for the billing period is taken into account (clause 30 of the Procedure).

There are also grounds for deprivation of bonuses. In particular, money is not paid if an employee of the Ministry of Internal Affairs:

All employees law enforcement are looking forward to their reward and the opportunity to celebrate their professional holiday in 2017.

Prizes for Police Day 2017 when it will be heard: the history of the holiday Police Day

Like many professional holidays that are celebrated in Russia, the Police Day holiday has its own history and origins. It was in 1715 that Peter I laid a significant start and he became the first instigator of this celebration.

In those days, thanks to the efforts of this very person, the creation of a public order protection service was recorded in Russia, the website reports. It is worth noting that it received its name "police" from Peter I, which in the great Greek language means "government of the state."

Further, one of the reasons for the emergence of this holiday was the October Revolution of 1917, after which the People's Commissariat of Internal Affairs of the RSFSR formed a workers' militia. All these events took place on November 10, as it is now known that on this day we celebrate Police Day.

Having worked hard and faithfully serving their state, many of the police officers are looking forward to when their professional holiday comes. Recall that since 2011, this celebration has changed its name and now sounds like Police Day (formerly Police Day). Such changes are caused by the change of police officers to police officers.

What awaits, in a certain sense of the word, our defenders on this day. Rumor has it that the state plans to reward some members of the valiant police. Moreover, those employees who have distinguished themselves and have shown their professional qualities in practice will be able to count on such an award. Other workers hope to receive certificates, badges or other symbolic gifts from the government of the Russian Federation.

It should be noted that a concert will be organized for all other police officers, at which they will be able to congratulate and solemnly present gifts.

As is known from some data, no special changes have been identified in the Federal Law of Russia regarding the provision of bonuses to police officers since April 2015. Also, this document affirms the fact that employees who "conscientiously perform their duties" are worthy of additional remuneration.

Law enforcement officers have the opportunity to receive a bonus in the maximum amount and which are equal to three salaries.

There is evidence that some bosses who work in the police of the city of Moscow will be rewarded with bonuses ranging from 100 to 400 thousand rubles.
