Latest pension indexation news. Latest pension indexation news Will there be intoxication for pensioners in the year

Not always the amount of allocated social security funds allows citizens who are no longer able to work to guarantee a normal standard of living. In this regard, many people have a question: what are the allowances for pensions for non-working pensioners in 2017 and 2018.

The proposed material discusses the procedure for calculating pension supplements for non-working pensioners in 2017, the rules for recalculation and other related issues.

In connection with the growth of inflationary processes related to pricing policy, indexation of pensions for non-working pensioners is carried out annually, including in 2017. Its value is determined by the increase in prices over the past year.

The increase in pensions for non-working pensioners in 2017 took place in stages:

  • at the beginning of the year - payment of a one-time transfer of five thousand;
  • from February - indexation for persons who have completed labor activity, up to 6.5 percent;
  • in April - an increase in social pension contributions in the same amount.

Not only the insurance component is subject to increase, but also the size of the fixed part.

Despite the fact that the total number of citizens dependent on the state is more than a third of all able-bodied persons, state structures are looking for the possibility of regularly increasing the amount of accrued amounts, due to which an increase in the funds paid to the category of the population most in need has been made.

At the same time, the total number of contributions made to the PF does not allow the full implementation of the noted activities, therefore, additional subsidies to the budget are required to ensure that the funds paid correspond to the price of basic products and mandatory payments, which is carried out at the state level.

Note! Payments made by working citizens are not enough to index the amount of accruals, additional funds are attracted from the state budget.

For the recalculation of pensions for non-working pensioners in 2017. personal appeal to the relevant structures is not required. The Pension Fund does this on its own, using the available data, so the increase in benefits is made without the personal participation of citizens, for this it is not necessary to provide additional documents.

However, do not forget that the indexation of pensions in 2017. does not affect working pensioners. But if they complete their employment, benefits will be recalculated accordingly.

Note! Pensions for working pensioners in 2017 are not subject to indexation.

There was no increase in pensions for working pensioners in 2017, however, this support measure is planned to be implemented in the future, as part of the ongoing pension reform.

What other additions have been made?

In addition to the indicated indexation, it is necessary to assign some more allowances, taking into account the amount of the established living wage.

The fact is that, in accordance with the law, the amount of social payments cannot be lower than the indicated indicator, because in this case the necessary standard of living is not provided.

If a citizen has a similar situation after the calculation of payments, it is necessary to assign additional transfers that raise the allowance to the specified mark.

It belongs:

  • to persons who have finished working and do not have other means of subsistence;
  • with citizenship of the Russian Federation.

Such allowances are assigned in accordance with:

  • pensioners by age categories;
  • persons with disabilities;
  • if the allowance is due in accordance with the length of service or due to the loss of a breadwinner;
  • for former employees of law enforcement agencies.

The following types of compensation have been established:

  • from the state or federal budget, mandatory for payment;
  • from the regional budget, if possible.

If we consider the size of the minimum consumer basket, on the basis of which the smallest possible amount of benefits is determined, then it differs depending on the region. Therefore, this criterion may differ in different regions. In addition, regional rates for utility bills and other obligatory payments that must be made by citizens are taken into account.

When it changes specified indicator the amount of compensation is subject to appropriate recalculation.

The need to charge such additional payments is determined by local authorities and regulated by regional bills.

In accordance with the requirements of the legislation, such social allowances can be assigned to the following categories of the population:

  • who completed their labor activity, provided there are no other incomes;
  • if these persons reside within the country. In the event of a move, the accrual of payments is suspended automatically and is not returned in the future;
  • the total level of accrued funds for an individual cannot be the amount determined by the living wage.

Another factor influencing the increase in pension accruals is the amount of seniority. If a person continues to work after reaching retirement age, additional points are awarded for this, affecting the amount of subsequent accruals. The main points that increase the amount of additional payments for processed experience include:

  • What industry did the person work in?
  • What region did you live and work in?
  • How much was the salary bonus?

Given the above indicators, the number of points earned and, accordingly, the amount of future payments increases.

Conclusion

As we can see from the presented material, the state takes care of the least protected category of the population by conducting regular indexation pension benefit and compensating their amount, if it is calculated in the amount below the subsistence level.

But it should be borne in mind that this applies only to the category of citizens who have already finished working, and there was no increase in pensions for working pensioners in 2017, since they have additional sources of income.

In 2017, the issue of indexation of the old-age pension became the most acute due to latest changes working pensioners

Depending on the growth in income of the Pension Fund itself and according to the economic situation in the country, the law provides for the possibility of holding a additional indexing insurance pension by increasing the value of the pension coefficient And the amount of the fixed payment (paragraph 7 of Art. 16 Law of December 28, 2013 No. 400-FZ).

Until 2016, in accordance with the law, the increase in pensions took place at the level of price increases over the past year. By the same principle, in 2016, taking into account inflation in 2015, pension benefits should have increased by 12.9%. However, due to the difficult financial situation in the country, the Government made a number of decisions:

  • From January 1, 2016 to January 1, 2017, certain legislative provisions were suspended that establish the procedure for the annual increase in pension payments to citizens based on the price growth index and based on the income of the PFR.
  • Indexation of insurance and social pensions was carried out only on fixed size 4% well below the real inflation rate in 2015.
  • Old-age insurance pensions indexed only for non-working pensioners .
  • Additional increase in insurance payments on April 1 not carried out.

However, already in 2017, the usual indexation procedure was returned, thus, insurance pensions and social payments were indexed in full.

Indexation of old-age pension in Russia in 2017: latest news now. Increasing the state pension provision

The procedure for increasing the amount of state pension benefits, including social benefits, is provided for by the Federal Law dated December 15, 2001 No. 166-FZ "On state pension provision in Russian Federation» . Legislative restrictions on the increase in pension payments in 2016 also affected these benefits, as a result from April 1, 2016:

  • the size of social pensions, indexed by 4%, increased on average to 8,562 rubles;
  • monthly cash payments(EDV) for recipients of state pension benefits increased by 7%.

At the same time, an increase in social pension provision by 2.6% was planned for April this year, but in reality it was carried out only 1.5% This is due to the declining growth rate of the subsistence minimum for pensioners. EDV indexed on February 1 by 5.4%.

Indexation of old-age pension in Russia in 2017: latest news now. Will there be a second indexation in 2017?

Back in 2016, there was the issue of the possibility of re-indexing pensions, which was discussed for a very long time, and in May 2016 during his visit to Crimea Dmitry Medvedev noted that in the budget for an additional increase in pension payments no money. When deciding to conduct partial indexation in 2016, the Government provided for by law an additional increase in insurance pension payments, but taking into account the current economic and social situation in the country at the end of the first half current year. Thus, held on August 23, 2016, the fate of post-indexation of pension payments was decided: instead of raising pensions to the level of inflation last year (12.9%), it was decided to single payment in January 2017 an amount that partially compensates for indexation, equal to 5 thousand rubles.

Already in 2017, we planned indexation according to the level of actual inflation (5.4%), which was determined by Rosstat in the first half of January. However, earlier YES. Indexation of old-age pension in Russia in 2017: latest news now. Problems of indexing pensions for working citizens

Until 2016, pension payments were indexed to all pensioners, regardless of their continued employment. Since this year, the procedure for increasing state and social pensions has remained the same, which cannot be said about insurance payments.

An important feature of the indexation of insurance pensions in 2016 was that its payment applies to insurance benefits only non-working pensioners (Art. 26.1 law "About insurance pensions"). At the same time, the legislation provides for the conditions under which a pensioner will again be able to receive an increased pension:

  • the recipient of the pension needs quit or stop other activities that generates income;
  • from the 2nd quarter of 2016, the increase in benefits takes place in an unclaimed form, that is, it is no longer necessary to apply to the pension fund, the calculation will take place on the basis of employer reports.

After the dismissal of a pensioner, the amount of his old-age pension will be increased using all indexations which he missed. At the same time, he will be able to receive an increased payment in the month following the month in which pension authority became aware of the termination of employment by a pensioner.

Receiving an indexed pension payment does not prohibit its recipient to get a job again, while payments will not be reduced..

At the same time, working retirees got one-time payment 5 thousand rubles, which should serve as compensation for the lost pension income in 2016 for both the unemployed and the working recipients old age pensions.

For quite some time now, the Government has been talking about reduction of the rights of working pensioners, linking this to their total monthly income (pension + salary). Therefore, back in 2015, a draft law was created, according to which, with an annual income of more than 1 million rubles, the payment of pensions would be canceled.

It was never adopted, but the issue of other restrictions on working pensioners is already being rather vigorously discussed. Based on the results of meetings held in the Government at the beginning of 2016, the Ministry of Finance of the Russian Federation prepared a plan for the next change in the pension system during the crisis, some of the points of which contains suggestions:

  • Cancel the payment of pensions to working pensioners, or at least a fixed part of it.
  • Stop pension payments to employees of harmful and hazardous industries who continue to work in the same conditions that gave them the right to receive early retirement.

The measures proposed by the Ministry of Finance were discussed at the level of ministries, and whether they will be accepted for implementation is not yet known, but already now they have a number of negative reviews. To implement such a plan, it is necessary to properly calculate everything and predict the possible consequences of its application.

However, in 2017, the payment of pensions to working citizens will not be canceled.

All about the increase in pensions in 2020

There are many questions about the upcoming indexation among working and non-working pensioners today.

Indexation of the insurance pension from January 1, 2020

From January 1, Russia raises insurance pension by old age. In past years, there was a simple and understandable rule for everyone: payments were indexed to the level of inflation over the past year. This was considered fair, because it was assumed that the pension increases exactly as much as the prices in stores rise. Of course, everyone understood that the increase in the cost of goods on the shelves constantly outstripped the increase in pensions. But this fork was not critical, pensioners, if poor, then slowly. That is why the existing state of affairs suited the officials.

But then, as you remember, leapfrog began. Inflation has skyrocketed like a real Olympic champion, and pensions are far behind her. The old people were promised additional indexation, then they were given 5,000 rubles each, but prices kept rising, and pensioners could hardly make ends meet.

Finally, in justifying the increase in the retirement age, Putin said that pensions in Russia would now be indexed to a level higher than inflation. He even named a number: we will be able to annually increase the old-age pension for non-working pensioners by an average of 1 thousand rubles».

We will not comment on the president's words. How much the pension actually grew this year, each of its recipients knows for himself.

How many percent will increase the old-age pension in 2020

But that was just the necessary backstory. And now let's get back to the plans for indexing old-age insurance pensions from January 1, 2020. What to expect? But what.

Insurance pensions will be indexed in January 2020 by 6.6 percent. This was announced by the Deputy Prime Minister of the Russian Federation Tatyana Golikova.

At the same time, inflation at the end of 2019 is projected at 3.8%, that is, it is planned to increase pensions one and a half times higher than inflation. The price of a pension point in 2020 will increase from 87.24 rubles. up to 93 rubles. This is already information from the explanatory note to the draft budget of the Pension Fund of the Russian Federation.

How much will the pension increase in rubles

How much will the insurance pension increase from January 2020

Today, rub.

in 2020, rub.

Increase, rub.

State pensions, including social pensions, traditionally increase from April 1. As we remember, social pensions were previously indexed as follows:

  • 2017 - by 1.5%,
  • 2018 - by 2.9%,
  • 2019 - by 2.0%.

How much will our government fork out this time?

Putin did not say anything about social pensions. But apparently he did.

According to the Deputy Prime Minister of the Russian Federation Tatyana Golikova, social pensions in 2020 will be indexed by 7 percent.

In ruble terms, the increase will look like this: If this year the average social pension in Russia is 9.3 thousand rubles, then in 2020 it should increase to 9.9 thousand.

Note again that these are only plans. How far they are destined to come true, we will find out in April 2020.

Increase in the pension of working pensioners in August 2020

As we remember, starting from 2016, the insurance pensions of working pensioners in Russia are not indexed. In January 2020, they also do not have to wait for an increase.

What do working pensioners need to do to index their pensions? The answer is known: stop working.

The Pension Fund of the Russian Federation assures that after they stop working, the amount of the insurance pension and the fixed payment to it will be recalculated, taking into account all indexations that took place during their work.

Well, for those who do not want to quit yet, it remains to wait for August 2020. It is in the last month of summer that all working pensioners are waiting for the traditional unclaimed recalculation of pensions based on the results of last year.

The increase in pension as a result of recalculation is individual in nature and depends on the amount of insurance premiums that the employer deducted in Pension Fund for a working pensioner in 2019. Traditionally, it is no more than 3 pension points, that is, no more than 262 rubles.

Who is entitled to a social supplement to a pension?

If non-working pensioners have a total amount of material support less than the pensioner's subsistence minimum (PMP) in the region of residence, then they are given a social supplement. Thus, the pension is increased to the size of the subsistence minimum.

However, it should be borne in mind that when calculating the total amount of material security, not only pensions are taken into account, but also other measures of social support. This may be a benefit for utility bills, travel by public transport and others.

You can find out the size of the living wage for a pensioner in your region on the website of the Pension Fund -

In 2020 indexation will again be held under the new rules

By the way, in 2019, the procedure for indexing pensions for those who have it below the subsistence level has changed. As you remember, in the spring they even made a recalculation. Now, in 2020, indexing should immediately go through according to the new rules.

As it was before

Previously, the indexation value (I) was added to the pension (P), and then the Social Surcharge (SD) was raised to the Pensioner's Living Minimum (PMP).

The following formula worked: P+I+SD=PMP.

Sometimes it turned out that real size payments did not increase, and remained at a minimum level.

As it is now

Now, first determine the amount of social surcharge (SD). Then the pension is indexed (P + I). Therefore, they add a surcharge (SD), the amount of which remains unchanged.

Example

Let's say the pension (P) is 7800 rubles.

The cost of living for a pensioner (PMP) in the region is 8,846 rubles.

Let's calculate what the Social Surcharge (SD) should be in order to raise the pension (P) to the subsistence level (PMP): SD = PMP - P = 8,846 rubles. - 7800 rubles. =1046 rub.

Now we will index the pension, for example, by 6.6%, as it will be from January 2020. We get P x 1.066 = 7800 x 1.066 = 8314.8 rubles.

And now let's add to the indexed SD pension in the amount of 1046 rubles. We get 8314.8 rubles. + 1046 rub. = 9360.8 rubles.

It turns out that after the January indexation, the pensioner will already receive 9,360.8 rubles.

Who is entitled to an increased fixed payment for a pension

A fixed payment is a certain amount that is paid to all pensioners, except for the military. Its size is almost the same for everyone, regardless of length of service, salary and everything that is taken into account when calculating pensions. This is a kind of analogue of the basic part of the pension.

Many probably don't even know that a Fixed Benefit is part of their retirement benefit. But in fact, they receive in their hands an amount that consists of an insurance pension + a fixed payment. All the same, everyone together calls it an insurance pension.

The amount of the fixed payment is set by the state and indexed annually along with the pension. For example, from January 1, 2020, it will also be increased by 6.6%, as a result, its size will increase from 5334.19 rubles. up to 5,686.25 rubles.

A fixed payment to an insurance pension will become interesting only when you have the opportunity to receive it in an increased amount. And this:

  • Citizens who have reached the age of 80, or disabled people of group I;
  • Citizens who are dependent on disabled family members;
  • Citizens living in the regions of the Far North and equivalent areas, etc.

Since January 2019, a 25% increase in the fixed payment to the insurance pension is also provided for 30 years of work experience in agriculture. In addition to seniority, there are a number of conditions, so check with your Pension Fund branch for more details.

What amount of pension is considered "worthy"

Correspondents of Rossiyskaya Gazeta calculated that in 2020 the average insurance pension in Russia will reach the level of 15.4 thousand rubles, and for non-working pensioners - 16.4 thousand. Is it a lot or a little? Of course not. And what size of pension can be considered "worthy"? This question was addressed to the residents of the country by employees of the job search service Superjob.

They conducted a small survey and found out that the majority of respondents consider a pension of 40,000 rubles to be “worthy”. At the same time, residents of Moscow and St. Petersburg called a pension of 43.9 thousand rubles “worthy”. and 42.2 thousand rubles, respectively. And the lowest pension expectations are among survey participants from Kirov, Naberezhnye Chelny and Yaroslavl (34.9 thousand rubles, 34.7 thousand rubles and 34.5 thousand rubles).

And what amount of pension do you consider "worthy"?

Conclusion

Correspondents of the site site have compiled a preliminary calendar of pension increases for 2020.

Pension indexation calendar for 2020

  • From January 1, 2020 - indexation of the insurance old-age pension for NON-working pensioners by 6.6%.
  • From April 1, 2020 - increase in social pension by 7.0%.
  • In August 2020, the recalculation of pensions for working pensioners, depending on their salary for 2019.

Follow the latest news about raising pensions in 2020 with the site site!

Introduced in 2016, the "freeze" increase insurance pension for working pensioners will continue to operate in 2018. And this means that the January indexation did not affect citizens who continue to carry out labor activities after entering a well-deserved rest. Thus, pension payments to working pensioners can only be increased if:

  • , which is made on August 1 - while the amount increases by the number of pension points earned by a citizen last year (but not more than 3 points per year);
  • - in this case, the citizen's pension is calculated taking into account the missed indexation from the month following the month of dismissal.

In both the first and second cases, contact the FIU and write an application for recalculation no need- these procedures are carried out on a non-declarative basis on the basis of data that employers transfer to the Pension Fund. As for dismissal, from January 1, 2018, at the legislative level, changes were made to the process of indexing pensions for working pensioners after dismissal. Until the new year, all citizens who quit their jobs were recalculated, taking into account all the missed promotions, only three months after the dismissal.

However, after the new year, federal law No. 134-FZ of July 1, 2017 came into force, according to which a pensioner who quit after January 1, 2018, pension provision recalculated taking into account all indexations missed during the work period and paid in an increased amount from the first day of the month after the termination of employment.

At the same time, a citizen will not immediately feel the pension increase, because the process of additional accrual, as a rule, takes three months. This is due to the "technical" features of the presentation of information:

  • in the first month after dismissal, the FIU receives information from the employer that the citizen is still listed as working;
  • a month later, the employer will transmit data that the citizen is no longer working;
  • and only a month later the FIU will decide to resume indexation.

Thus, only after three months the pensioner will receive his fully indexed insurance pension. And cash difference between the previous and the current (indexed) amount of payment - for all three months of the resumption of indexation, during which he did not work.

Latest news and changes

As noted above, some changes were made to the pension system in 2018. First of all, innovations related to insurance pensions:

  • firstly, in 2018, the indexation of insurance coverage was carried out a month earlier than expected - on January 1;
  • secondly, the procedure for calculating the old-age labor pension after the dismissal of a working pensioner from work has changed - the period remains the same (3 months), but now a citizen will be able to receive cash for these months, which is the difference between the previous amount of the payment and the amount after taking into account all indexations, from the next month after the dismissal.

The changes also affected social security. Was introduced the new kind pensions social pension for children whose both parents are unknown(in other words, for "foundling children").

  • At the same time, some issues were not changed in 2018. So, as before, insurance coverage for pensioners engaged in labor activity.
  • in 2018 is also relevant (in general, it has been extended at least until 2020 inclusive). However, it should be noted that the formation of pension savings is suspended only when the employer pays insurance premiums; it is not prohibited to deposit funds into your account in the form of voluntary contributions.

Will there be a one-time payment of 5,000 rubles to pensioners in 2018?

In January 2017, all pensioners in Russia, regardless of whether they work or not, received 5,000 rubles. This amount was paid only once and was not an addition to the monthly pension.

This measure was introduced by federal law No. 385-FZ of November 22, 2016 due to the fact that in the previous 2016 the indexation of pensions was not fully carried out (by only 4% instead of 12.9%). Thus, having paid 5,000 rubles to each pensioner, the Government decided to compensate citizens for “under-indexed” funds for 2016.

In 2017, the situation changed — the total indexation of pensions amounted to 5.8%, which exceeded the level of actual inflation (5.4%). In this regard, the Government has no grounds for re-introducing this measure in 2018, and lump sum payment at the rate of 5 thousand rubles will not be.

How many points and insurance experience do you need to retire in 2018?

In accordance with the legislation of the Russian Federation, pension rights Russians since 2015 are formed in pension points (IPK - individual pension coefficients). According to Article 8 of Federal Law No. 400-FZ of December 28, 2013 old age pension insurance can only be issued by those citizens who have reached and have a sufficient number of and.

In 2018, issue old age insurance premium persons can:

  • who have reached the generally established retirement age in the country 55 years (women) and 60 years (men). For certain categories of citizens, the payment can be established ahead of schedule (miners, teachers, etc.), or vice versa, later (persons holding public office);
  • having a minimum 13.8 pension points;
  • whose work experience is at least 9 years.

Wherein maximum points available this year - 8,7 (when forming only an insurance pension) and 5,43 (when forming insurance and funded payments).

Will there be an increase in the retirement age in 2018 in Russia?

The topic has been worrying Russians for more than a year. At least, no increase expected in 2018. However, there is no guarantee that retirement age will not be increased in the following years, including already starting from January 1, 2019. Various options raising the retirement age has been officially considered by the Government since the spring of 2018.

Despite the fact that in other countries the retirement age for a well-deserved rest has long exceeded the generally established one in Russia (for example, in Germany - by 5 years), and in the CIS countries they have already supported this initiative (in Belarus and Kazakhstan by 3 years - the increase is taking place gradually for six months every year), most Russian citizens relate to this sharply negative.

People's outrage at raising the retirement age is not surprising. The government wants to raise the bar, relying on the fact that many pensioners continue to work after receiving the provision, thus increasing the length of working age. However, most of the working pensioners are forced to continue working, as their pension is not enough to live on.
