As for citizens who combine work and receive pension payments, then legislatively until 2019 a norm is fixed that suspends the accrual of indexation to them. If the pensioner retires, the pension will be indexed.

The right of a working pensioner to recalculate the pension, if accruals continue to be received on his personal account, is preserved. As before, the so-called surcharges for seniority are made automatically by the PF system on August 1. If a pensioner, upon reaching the insurance age, does not apply for the accrual of payments at all, his pension points increase by multiplying by bonus coefficients.

It is never boring in Russia, different ministries take care of it. For example, the Ministry of Labor recently made a proposal to abolish social pensions for working pensioners. And to whom will the social pension be paid?

The same people who were paid - people who, due to many circumstances, could not earn enough seniority to receive the insurance part of the pension. This also includes citizens who have not worked at all for a single day. The amount of social pension today is about 9,000 rubles. It is clear that you can’t live on that kind of money.

And then the next question - what about a working pensioner who does not have enough work experience, points?

The essence of the proposal from the Ministry of Labor

We are talking specifically about working pensioners with a lack of experience and points.. They will cancel these social payments but only as long as the person continues to work. As soon as a Russian who has retired on a well-deserved rest leaves, then from the first day of the month following the dismissal, social benefits will be accrued. Again, until employment. As soon as a pensioner goes to work (officially), social benefits are again withdrawn.

The increase in pension as a result of the August recalculation is purely individual in nature - the amount of the increase depends on the amount of insurance premiums that the employer paid for a working pensioner in the Pension Fund in 2016. To carry out the recalculation, no statements in Pension Fund not required - recalculation without application, except for persons who have the right to establish a share, but did not assign a share (civil servants, military personnel).

In accordance with Federal Law No. 400-FZ dated December 28, 2013. “On insurance pensions”, when recalculating, a working pensioner can be additionally awarded no more than three points. Considering that the cost of a pension point from April 1, 2017 is 78 rubles 58 kopecks, the maximum increase in pension will be 235.74 rubles. In cases where the pensioner continues to work on the recalculation date (i.e., his pension was not indexed in 2016 and he did not interrupt work), then when paying the amount of the increase, the cost of the 2015 pension point will be taken - 71.41 rubles. (not indexed). Thus, for this category of citizens, the maximum increase in pension will be 214.23 rubles (71.41 x 3).

In order to earn 3 pension points per year, you need to receive a salary of about 22 thousand rubles a month or more. Thus, a working pensioner will be able to receive the maximum pension increase, as a result of the adjustment, in the amount of 235.74 rubles (214.23 rubles for employees), receiving a salary in 2016 in the amount of about 22 thousand rubles or more. If the income of a pensioner is less than 22 thousand rubles a month, then the increase will be less.

As for individual entrepreneurs, if a fixed payment of 19,356.48 rubles is paid for the year, the increase will be 66.77 rubles.

"Pensions of working pensioners from February 1, 2016 are paid without February indexation, the August recalculation will also be paid. After the termination of employment by a working pensioner, his pension will be recalculated and increased by those indexation coefficients that were skipped during his employment. The topic of indexation of pension accruals is perhaps the most exciting one. Pensioners are actively discussing the problem of lack of funds for a decent existence. Each year, the state sets a percentage, depending on the level of inflation, by which payments to pensioners will be indexed. 2017 became a crisis year, a difficult economic situation developed in the country, but the required recalculation for working old people nevertheless took place.

In August 2017, there was a planned increase in pensions for working pensioners by 3 points, which is no more than 222.81 rubles.

Thus, the allowance for older workers was only recalculated; they did not fall under the state indexation. Such recalculation of benefits is made depending on the insurance premiums paid from the employer.

How pensions were calculated

As already noted, the recalculation of pension payments is made in accordance with the level of inflation. IN 2015 the inflation rate was almost 13%. However, the unstable economy did not allow for an increase in benefits for the elderly by such a factor.

In connection with the current situation in the country, a law was passed abolishing the conditions for raising pensions to the level of inflation. The law provided for an increase in accruals by a coefficient significantly lower than inflation - 1.04. Also, this bill abolished the indexation of working pensioners.

Important! The abolition of indexing did not affect citizens who are on state support, regardless of their labor status.

In February 2016 All pensioners were indexed at 4%. The state authorities planned to re-index, but it did not happen. Instead, he was appointed lump sum in the amount of 5,000 rubles to all pensioners, including those who work.

Such a measure of state support turned out to be beneficial for the Government in connection with the current difficult economic situation. This award was made in January 2017. As noted by the authorities, this one-time award pension population equaled the promised secondary indexation.

2016 inflation has been calculated. It amounted to 5.6%. In February 2017 accruals for the elderly were indexed by 5.4%, in April for the balance - 0.38%. Thus, even able-bodied old people did not remain offended; indexation of pensions for working pensioners was carried out in 2017.

Forecasts for 2018

As usual, in 2018, state benefits were indexed by 3.7% for disabled citizens of retirement age. In subsequent years, it is planned to increase state support by 4%. But this applies to pensioners who do not work, and beneficiaries.

Working citizens of the appropriate age will not be affected by this recalculation of benefits. Accruals will not be subject to indexation until the summer of 2018. A fair question arises when the pension for working pensioners will be indexed.

Attention! Leaving a job is the only situation that will allow a former employee of retirement age to return all missed indexations.

After dismissal, the pensioner will have the right to receive all indexations that he was not entitled to during his working life. This right will come from the next month after leaving the place of work.

To confirm their right to return indexation, a person must contact the nearest branch of the pension organization, submitting the following documents to employees:

  • a statement with a request to increase the monthly payment, as the right arose in connection with the dismissal;
  • work book, where there will be a mark confirming the fact of dismissal of the employee;
  • an employment contract signed by the head;
  • if the resigned was an individual entrepreneur, a lawyer or a notary, evidence of the termination of all labor activity should be submitted;
  • the main identity document of a citizen.

After the submission of all the required papers, the pension authorities will increase payments to working pensioners.

After May 2016, business leaders are required to report on the number of their employees currently performing duties or laid off.

Thus, the retired elderly employee will not need to apply to the Pension Fund, the employees will automatically index.

The state does not forget about the working old people. Government Russian Federation decided to make an annual recalculation of the allowance of older workers in accordance with the deductions of the employer. Such recalculation of compensation payments is made by no more than 3 points. The recalculation is carried out automatically, without requiring additional documents, it was decided for working pensioners to increase their pension in accordance with the deductions of managers.

So, the legislation for citizens of the elderly is not the same for all persons. Working old people do not have the opportunity to receive annual indexation, as disabled people do. Such a right comes to them only after they officially leave the workplace.

The current Russian legislation regulates the right of Russian citizens to continue their labor activity even after they reach retirement age. At the moment, elderly citizens who have remained in their workplace and after the appointment of pension payments, in addition to the regular salary, receive monthly pension payments as planned.

Quite recently, the Russian Government actively discussed issues related to the possibility of stopping pension payments to officially working pensioners in 2017, which, of course, caused a wave of public indignation. This initiative was explained by the lack of public funds due to the economic crisis in the country. In connection with such discussions at the government level, many pensioners who continue to work are interested in how they will be paid in 2017.

In particular, the Ministry of Finance made several initiative proposals regarding future pension payments deducted by the state on a monthly basis in favor of working Russian pensioners. According to one proposal, as already mentioned, it was proposed to completely abolish all possible types of pension financing for working elderly citizens. On another initiative, the abolition of pension payments concerned only a fixed part pension finance, which in 2017 is 4823 rubles. At the same time, the restrictive measure was designed only for Russian pensioners whose annual labor income is more than five hundred thousand rubles (or more than a million rubles, in accordance with another proposal).

As a result, all proposals to abolish pension payments Russian citizens who receive both official labor income and pension accruals were rejected by the authorities, and the Government took the position of mandatory pension support for all elderly people in need, even if they currently receive additional income.

Thus, Russian pensioners who carry out official labor activities after the appointment of pension payments will continue to receive monthly payments from the state in 2017, and, as planned, in subsequent years too.

Pension indexation in 2017

Another sharp pension issue, which is very relevant today in society, concerns the indexation of pension payments.

Pension indexation is one way to protect older citizens from inflationary growth. Indexing pensions is that the state increases the provisions in accordance with the increase in prices in the country.

By 2017, inflationary growth, according to the calculations of the authorities, amounted to 5.8%. Accordingly, pension payments should be indexed by this amount.

In 2016, a government decision was made to abolish the annual indexation of regular payments to pensioners who are in labor relations. However, despite this, the increase in their pension payments still took place due to the financial contributions of the employing companies and the accumulated IPC. Moreover, the category of citizens working at retirement age can count in 2017 on a one-time state payment in the amount of five thousand rubles along with other Russian pensioners.

This five thousandth amount, by decision of the authorities, is paid to citizens instead of the usual indexation of regular pension payments. Instead of indexing each Russian pensioner, including working citizens of retirement age, an additional amount of finance will be accrued (in the amount of 5 thousand rubles), however, this payment will only have a one-time nature.

An important advantage of the named system of payment of one-time assistance is the automatic procedure for its accrual. To obtain the appropriate one, you will no longer need to submit any additional applications or submit documentation packages.

But a further increase in pension payments in the order of indexation for working pensioners, as already mentioned, has so far been suspended by the Russian authorities, until 2019. A citizen of retirement age will receive the right to carry out indexation of state payments only when he officially terminates all labor relations. Moreover, his pension payments after dismissal will be recalculated taking into account all indexation increases that have occurred during the pensioner's working life.

Information that a working pensioner has become unemployed is received by the Pension Fund, and after that, a financial recalculation of pension payments is performed. This process usually takes several months, which is required for the receipt of the necessary information data in the authorized state services.

If, however, a pensioner who has stopped working, after some time period after his dismissal, goes back to work, the indexation of his pension, therefore, will stop again. At the same time, pension payments will no longer be reduced, they will, accordingly, remain at the same level.

The current regulatory amendments made to the law “On insurance pensions” led in 2017 to the fact that working pensioners lost their rights to an annual increase in pension funding from the state. The indexation of pension payments, carried out by the authorities in February of this year, affected only pension benefits unemployed people of retirement age. However, in August 2017, the traditional automatic recalculation awaits working pensioners.

Regular financial recalculation for the working category of pensioners is made taking into account the so-called pension points accrued during each year. The increase in pension payment as a result of recalculations in 2017 is individual in nature, and its specific amount depends on the amount of insurance premiums deducted by the employer company for the corresponding working pensioner to the All-Russian Pension Fund in 2016.

There is no documentation or application required from working pensioners to make an annual pension adjustment. It will be done automatically.

If the pensioner is an individual entrepreneur

If a citizen receiving pension payments carries out entrepreneurial activities or is a notary or a lawyer, pension indexation also does not apply to him. Such a pensioner, as in the case of the usual labor activity, will be officially considered to be working, since it is registered in the Russian Pension Fund as an insured. Accordingly, it is advisable for persons of retirement age who have registered entrepreneurship, but actually do not conduct entrepreneurial activities, to close the status of individual entrepreneurs and deregister in a timely manner with the territorial tax inspectorate and the Pension Fund.
