Who is not entitled to a lump sum payment to pensioners?

First of all, these are those pensioners who left their native country and left for permanent residence in other states. As you know, the fact is legally approved that, even after leaving to live in another country, a citizen still receives pension accruals from his homeland, but these accruals are not subject to indexation. Considering that people live in a different state, and therefore do not suffer from the Russian crisis, economic problems and inflation, then, according to the government, a one-time payment to pensioners of this group of the population is useless.

In other words, if a person lives in another country, then it is that country that is responsible for ensuring his comfortable living and conditions for overcoming difficulties. It was by this criterion that it was possible to refuse the payment of a one-time assistance in the amount of five thousand for two hundred and twenty-eight thousand people of retirement age. And this already saves budgetary funds by almost one and a half billion rubles.

But there is another group of people who should not hope to receive five thousand, and, oddly enough, it was precisely military personnel. It seems that it is precisely such citizens who always receive the maximum support from the authorities, but in this case, for some reason, the state decided not to support military pensioners. This is explained as follows. All material resources that are paid to citizens, as a lump sum payment to pensioners, go to the accounts from the pension fund, which also pays the remaining pensions of citizens. But the military receives a pension from the Ministry of Defense, the Ministry of the Interior, and so on. These processes are regulated by other laws, which do not include one-time assistance.

As for changes in the procedure for calculating military pensions, there are no prerequisites here, neither regarding lump-sum payments, nor other social support. Now let's add to this amount the January pension in the amount of eleven thousand, and five thousand lump-sum payments. We will receive one hundred and fifty-three thousand and two hundred and eighty rubles - 153,280.

In total, we see that the difference is ninety rubles. In principle, if you think about what role ninety rubles a year can play in the life of a pensioner, it is clear that the gap is practically not noticeable. However, this is despite the fact that the coefficient of pension accruals in the amount of eleven rubles is set. The attitude of citizens to such a change directly depends on how much deductions they receive monthly.

If the pension is quite large, then they will lose much more than five thousand. But for citizens with a small pension, on the contrary, it is beneficial - since indexation would not increase their payments by five thousand.

What can retirees expect next year?
Despite the fact that the authorities approved a law that the re-indexation of the current year will be replaced by a one-time payment, this does not mean that such an order will be permanent. Therefore, in the second month, pensioners can wait for the recalculation of their accruals and their increase using the usual methodology. Moreover, the inflation rate for the last year will also be taken into account.

Working pensioners may not count on the indexation of pensions, it will not happen. For this category of pensioners, as in 2017, in August 2018, pensions will be recalculated.
