2. The right to wear uniforms by employees in accordance with the special ranks assigned applies to employees and persons dismissed from service in the internal affairs bodies of the Russian Federation, with the right to wear uniforms established at the time of dismissal.

3. 4. Employees wear uniforms:

a) the exit uniform - when taking the oath, when presenting banners to the internal affairs bodies and educational institutions, when appointing to the guard of honor, when receiving state awards the Russian Federation, when presented to immediate superiors upon appointment to a position and assignment of a special rank, at official events, on holidays;

b) everyday uniform - in the performance of official duties in all other cases;

c) a special form of clothing - when employees of individual units perform the special service and operational tasks assigned to them;

d) uniform for outdoor service - when performing patrol and road patrol service.

5. Special clothing, special footwear and safety devices, laid down in accordance with the relevant supply standards, are worn by employees to protect against adverse environmental influences and ensure that they perform official and special duties, including when servicing equipment and service animals.

From exposure to low air temperatures in the line of duty, employees are allowed to wear warm clothes every day in winter (sheepskin coats, fur jackets and trousers, fur-lined mittens, felt boots).

6. Heads (heads) of departments of the central apparatus of the Ministry of Internal Affairs of Russia, territorial bodies of the Ministry of Internal Affairs of Russia at the district, interregional and regional levels, educational institutions, research, medical and sanitary and sanatorium organizations of the system of the Ministry of Internal Affairs of Russia, district departments of the logistics system The Ministry of Internal Affairs of Russia, other organizations and divisions created to perform the tasks and exercise the powers vested in the internal affairs bodies of the Russian Federation, the commanders of the combat units of the State Traffic Inspectorate, and in their absence, the head of the relevant traffic police unit sets the uniform, taking into account the nature and conditions of the tasks performed, transition to summer or winter uniforms, as well as organization (at least twice a year) of drill reviews, as a result of which measures are taken to eliminate the identified shortcomings.

The wearing of state awards is carried out in accordance with the Regulations on state awards of the Russian Federation, the statutes of the orders of the Russian Federation, the regulations on the insignia of the Russian Federation, medals of the Russian Federation, honorary titles of the Russian Federation, approved by Decree of the President of the Russian Federation of September 7, 2010 No. 1099 "On measures to improve the state award system of the Russian Federation".

78. State awards of the Russian Federation are worn on tunics and jackets for woolen weekends.

79. The wearing of departmental insignia of an employee is carried out in accordance with the order of the Ministry of Internal Affairs of Russia dated October 31, 2012 No. 989 “On departmental insignia of the Ministry of Internal Affairs of the Russian Federation” and these Rules.

80. Medals of the Ministry of Internal Affairs of Russia are worn on tunics and jackets of woolen weekends, badges - on tunics and jackets of woolen weekends and everyday.

81. Medals of the Ministry of Internal Affairs of Russia, designed to be worn on the blocks, are placed on the left side of the chest after state awards.

82. Medals of the Ministry of Internal Affairs of Russia, intended to be worn on blocks, are placed horizontally in a row from left to right, top to bottom in the order listed above. When wearing two or more medals, their blocks are connected in a row on a common bar. At the same time, no more than five medals (including state awards) can be placed on one common bar. Subsequent medals intended to be worn on blocks are placed on the second and subsequent common bars, located one below the other.

The blocks of the medals of the second row must go under the medals of the first row, while the upper edge of the blocks of the lower row is placed 35 mm below the top edge of the block of the first row. Subsequent rows are arranged in the same order. Awards (including state), departmental signs differences between the Ministry of Internal Affairs of Russia and other state bodies intended to be worn on blocks are placed in no more than three rows.

Awards of other state bodies are placed after the state awards of the Russian Federation, the USSR and departmental insignia of the Ministry of Internal Affairs of Russia.

83. State awards and medals of the Ministry of Internal Affairs of Russia, intended to be worn on blocks, are placed in the following order:

on weekend tunics (persons of the highest commanding staff) and woolen weekend jackets - so that the upper edge of the block of medals of the first row is 70 mm below the level of the lapel ledge;

on the weekend tunic (except for persons of the highest commanding staff) - so that the upper edge of the block of medals of the first row is located 90 mm below the level of the lapel ledge.

84. Ribbons of state awards, medals of the Ministry of Internal Affairs of Russia and other government bodies on the slats are placed:

on a tunic and a woolen weekend jacket of persons of the highest commanding staff, an everyday woolen jacket so that the upper edge of the first row of slats is located 70 mm below the level of the lapel angle;

on an everyday woolen tunic - so that the upper edge of the first row of slats is 90 mm below the level of the lapel ledge.

Wearing ribbons of orders and medals together with the signs of the corresponding orders and medals is not allowed.

85. Ribbons of state awards, medals of the Ministry of Internal Affairs of Russia and other state authorities on the slats are arranged horizontally in a row from top to bottom from the center of the chest to the edge. There should be no more than five ribbons on the slats in a row. Tapes that do not fit in one row are transferred to the second and subsequent rows and are arranged symmetrically relative to the middle of the full previous row.

86. Breastplates of the Ministry of Internal Affairs of Russia are placed on the right side of the chest.

87. The badges of the Ministry of Internal Affairs of Russia are located horizontally in one row from left to right with intervals of 5 mm between their lateral ends to the right of the badge on graduation from an educational institution of higher professional education. The total number of badges in a row should not exceed three (the badge of a class specialist for middle, senior and senior commanding staff is located 10 mm higher than the badges).

88. Wearing a graduation badge is mandatory.

If an employee has marks of graduation from two or more educational institutions of vocational education, only one mark is placed.

89. It is allowed to wear:

89.1. On tunics and jackets of woolen weekend departmental awards of state bodies and badges.

It is allowed to wear ribbons on the straps when the output form of clothing is out of order;

89.2. On tunics and jackets of woolen everyday ribbons on the straps and badges.

90. The wearing of state awards of the Russian Federation, departmental awards of state authorities and badges on other items of uniform, as well as the wearing of awards and signs of public and religious organizations (associations) and badges not approved in accordance with the established procedure, is prohibited.

XVI. Features of wearing uniforms

92. A hat with earflaps, a cap, a summer cap, a demi-season cap are worn straight, without an inclination, and a fur hat, a cap and a felt hat (takes) are put on with a slight inclination to the right side. 92.1. 93. Woolen coats are worn buttoned up with all buttons, with or without a fur collar. It is allowed to wear a woolen coat with the top button unbuttoned.

Woolen coats for the highest commanding staff are worn with golden sewing in the form of laurel branches on the collar and with piping along the sides, collar and sleeve cuffs in red (for the police and internal service) and gray-blue (for justice). The commanding (except for the highest) composition and the rank and file of the woolen coat are worn with metal emblems on the collar and with piping along the cuffs of the sleeves in red (for the police and internal service) and gray-blue (for justice).

94. Demi-season raincoats are worn buttoned up. It is allowed to wear demi-season raincoats with the top button undone.

Demi-season raincoats are worn with or without removable insulation with a belt fastened with a buckle.

It is allowed to wear a demi-season raincoat neatly folded with the front side out on the left hand.

95. A waterproof raincoat (wind and moisture protective suit) is worn over items of clothing when inclement weather buttoned up, with or without a hood.

96. Demi-season woolen and leather jackets are worn buttoned up, with a fur collar, removable insulation or without them.

On leather jackets, a removable collar made of gray astrakhan fur is provided, on demi-season woolen jackets - of dark blue fur sheepskin.

A demi-season raincoat, a demi-season woolen jacket and a leather jacket (for women) are worn with a belt fastened with a buckle.

97. The jacket of winter and demi-season suits in inclement weather is worn with a hood on and with a buttoned collar.

It is allowed to wear a jacket of a winter suit with an unbuttoned top button, without a hood, without removable insulation and a collar.

Pants of winter and demi-season suits are worn over boots with high berets (boots), it is allowed to wear trousers with refueling in boots with high berets or boots.

98. A summer suit jacket, which provides for dressing in trousers, is worn with dressing in trousers, with a zip fastened to the level of the upper edge of the chest pocket flap (a jacket that provides for wearing to the outlet is worn fastened with a zipper at a level of 10-12 cm to the beginning of the neck of the product). In cold weather, it is allowed to fasten the zipper of the jacket to the top.

It is allowed in hot weather to wear a summer suit jacket with sleeves rolled up to the level of the elbow with a loop fastened with a button. The trousers of the summer suit are tucked into boots with high berets.

99. A woolen tunic and a woolen jacket are worn buttoned up.

A steel-colored woolen weekend tunic and jacket for the highest commanding staff are worn with golden-colored embroidery in the form of laurel branches on the collar and on the cuffs of the sleeves. On the collar and cuffs - piping in red (for the police and internal service), gray-blue (for justice) colors and sewing in golden color in the form of piping.

A dark blue woolen tunic and jacket for the highest commanding staff are worn with golden embroidery in the form of laurel branches on the collar. 100. A woolen jacket is worn fastened with a zipper at a level of 10-12 cm before the beginning of the neck of the product. In cold weather, it is allowed to fasten the zipper of the jacket to the top.

101. Woolen trousers with piping (for the highest commanding staff - with piping and stripes) red (for the police and internal service) and gray-blue (for justice) colors.

Pants must have longitudinal smoothed folds.

102. The length of the skirt along the bottom edge should be at the level of the knees.

103. A shawl to a dress is worn in a folded form of a scarf in a triangle, the narrow ends are tied together and tucked in at the back inside under the collar. The wide side is tucked in under the neckline of the dress.

Allowed to wear:

Summer dresses without a headscarf in office premises.

104. Shirts (blouses) are worn buttoned up. Shirts (blouses) with long sleeves are worn with a golden-colored tie. The collar of the shirt (blouse) should be at the back at the same level with the upper edge of the collar of the tunic (jacket) or protrude above it no higher than 0.5 cm.

Allowed to wear:

shirts (blouses) with long sleeves and a tie with a golden fastener without a tunic (jacket, jacket) with everyday summer uniforms, and indoors - at any time of the year;

shirts (blouses) with long sleeves with an unbuttoned top button, without a tie, without a woolen tunic (jacket, jacket) with everyday uniform in the office;

shirts (blouses) with short sleeves without a tunic (jacket, jacket) with everyday summer clothing at a daily air temperature of + 20 ° C and above, and indoors - at any time of the year.

105. The tie is attached to the shirt with a gold-coloured bartack between the third and fourth buttons of the shirt (blouse) on top.

106. A scarf (a scarf for the day off) is worn tucked under the collar of a winter woolen coat, a demi-season woolen and leather jacket, a demi-season raincoat, a winter suit jacket, a demi-season suit jacket. The upper edge of the scarf should evenly protrude 1-2 cm above the collar.

107. Shoes must be of the established pattern. Boots should be neatly laced, half boots fastened with a zipper.

108. A belt is worn by:

over a jacket of a winter suit, a jacket of a demi-season suit, a jacket of a wind and moisture protective suit;

tucked into the belt loops of a summer suit.

The waist belt should be located at waist level, the belt buckle should be in the front in the middle.

109. Employees are prohibited from wearing:

soiled, damaged, faded items of clothing and footwear;

unironed garments;

deformed and contaminated shoulder straps;

clothing items and insignia of unidentified samples;

mixing uniforms with civilian clothes.

XVII. Transitional provisions

110. Taking into account the terms of wearing previously issued items of uniforms of previous samples, it is allowed to wear the following items:

gray sheepskin hats with earflaps instead of dark blue sheepskin hats with earflaps;

a coat of gray-blue wool or a coat of dark gray wool with or without a detachable fur collar instead of a coat of dark blue wool;

a suit (jacket and trousers) of winter gray-blue color instead of a suit of winter dark blue color;

gray-blue winter jackets instead of dark blue winter jackets;

a gray-blue summer suit (jacket and trousers) with a gray-blue summer cap instead of a dark blue summer suit with a dark blue summer cap;

demi-season woolen gray-blue jackets instead of demi-season woolen jackets in dark blue;

a demi-season gray-blue raincoat instead of a demi-season dark blue raincoat;

capes of dark gray or gray-blue color instead of a waterproof raincoat (wind and moisture protective suit) of dark blue color;

white shirts of the previous samples instead of white shirts of the established sample;

111. It is allowed to wear shoulder straps with a gray-blue field instead of shoulder straps with a dark blue field.

Rules for wearing uniforms, insignia and departmental insignia by employees of the internal affairs bodies of the Russian Federation

I. Fundamentals

1. These Rules for the wearing of uniforms, insignia and departmental insignia 1 by employees of the internal affairs bodies of the Russian Federation establish the procedure for employees of the internal affairs bodies of the Russian Federation 2 to wear uniforms, departmental insignia of an employee, departmental insignia and insignia for special ranks 3.

2. The right to wear uniforms by employees in accordance with the assigned special ranks applies to employees and persons dismissed from service in the internal affairs bodies of the Russian Federation 4 with the right to wear uniforms established at the time of dismissal.

Uniforms worn must conform to established patterns and descriptions, be fitted and maintained in good condition.

3. Uniforms are subdivided by categories of employees and types into: output uniforms (for building and out of order), everyday uniforms (for building and out of order), special uniforms, uniforms for outdoor service (patrol and road -patrol), and each of them according to the season - for summer and winter.

During working hours, employees are required to wear the uniform established for them, with the exception of persons who are allowed to wear civilian clothes during working hours.

4. Employees wear uniforms:

a) dress code - when taking an oath, when presenting banners to internal affairs bodies and educational institutions, when appointing to the guard of honor, when receiving state awards of the Russian Federation, when presenting to immediate superiors when appointing to a position and conferring a special rank, on official events, on holidays;

b) everyday uniform - in the performance of official duties in all other cases;

c) a special form of clothing - when employees of individual units perform the special service and operational tasks assigned to them;

d) uniform for outdoor service - when performing patrol and road patrol service.

5. Employees wear special clothes, special footwear and safety devices, laid down in accordance with the relevant supply standards, to protect them from adverse environmental influences and ensure that they perform official and special duties, including when servicing equipment and service animals.

From exposure to low air temperatures in the line of duty, employees are allowed to wear warm clothes every day in winter (sheepskin coats, fur jackets and trousers, fur-lined mittens, felt boots).

6. Sleeve insignia are not worn on items of a special uniform for employees of aviation units and a special uniform for employees of special and special forces units of camouflage green coloring.

72. Employees with special police ranks wear stripes on uniforms (appendix to these Rules). XV. Departmental employee insignia

77.
